     Lynne Bailey was sworn in as Town Clerk in January 2025 bringing much needed stability and direction to the office. 
She streamlined processing tax payments, resulting in faster receipts and reports, and has worked to improve additional systems,  procedures and transparency.
     The Town Clerk's office provides timely, caring and quality service for all constituents, while minding the budget.  Lynne improved productivity and cut the personnel budget two-years in a row.  She wrote the proposal that resulted in a $23k grant award from NYS to conduct a town-wide records inventory and create a comprehensive Records Management System.  This will fund the foundation for securing and digitizing town records and making them more accessible. Lynne also updated the town's credit card policy with the TB, saving the town over $6,000 annually. 
     ​She extended the Clerk's office hours for tax collection, initiated credit card payments at the office, appointed a Sub-registrar to expedite services, and routinely makes after-hour appointments as needed.  Lynne also edits the town's newsletter and contributes articles. Minutes and timely Clerk Reports are posted on the town's website.
     Filing might seem boring, but bringing order to those records means finding things promptly, instead of searching - and sometimes there was a lot of searching! 

• Established new recordkeeping initiatives for vouchers
• Totally reorganized the office improving work flow
• Purged and properly filed boxes of miscellaneous
  records that had collected in the office, and were stored in the old library
• Streamlined recurring record collection process improving both access and transparency
• Eliminated filing backlog

Further organizational improvements can be expected. 

An active member of the Climate Smart Task Force, Lynne played a vital role in the awarding of $63k in Grants for the town and in achieving Climate Smart Community Bronze status for Hurley. She's a seasoned financial professional and administrator,  with a broad range of expertise and a great skillset perfectly suited for the Office of Town Clerk. 

​          As Hurley's Town Clerk, Lynne is delivering integrity, stability, quality and timely service, with care and up-to-date administrative skills.
             Lynne is an original member of the Climate Smart Task Force, and served on the Zoning Task Force to be involved in key community matters. She grew up in a small town in Suffolk County NY then spent decades working in NYC and Westchester before moving to Ulster County in 2010 and buying her home in Hurley in 2013.

Lynne Bailey in the Community

In October 2021,  Lynne planned and coordinated Hurley's first Greener Living Car Show & Expo at the Town Hall. 

As a founding member of the Hurley Climate Smart Task Force she's contributed much including creating a website, flyers, mailers and posters for the Town of Hurley and Ulster County's Climate Smart Task Forces.

​Lynne Bailey also joined Hurley's Zoning Task Force. She's seen first-hand how costly ambiguous and outdated code is to  homeowners and  neighborhoods. To protect our town's quality of life and resources,  our town laws and code must be updated.

​The Zoning Task Force is working to rewrite Town Codes and Laws to align with the findings of the Comprehensive Town Plan Review Committee.​

​As your Town Clerk, I am bringing 21st century standards to the Office of Town Clerk and caring service to all constituents.​

"Customer Service is central to my work, and as your Town Clerk I am committed to serving all town constituents courteously, fairly and efficiently. My goal is to improve everyone's experience with town government.

"I've got the administrative, financial and technology expertise to help update Hurley's operations, and make things easier for you.  Whatever service you need, be it a permit, a license, to rent the park or pay property taxes, we'll be there to greet you, help you with your task and answer any questions you may have about town procedures. "

Lynne is seeking re-election.  She is delivering with timely and quality service, expanded hours and modern administrative skills.  She's committed to increasing government transparency, workflow efficiencies and opportunities for more on-line services. Impeccable record keeping is a key part of the office, and updating systems will make it easier for everyone to access appropriate files.

The Town Clerk is also instrumental in facilitating changes to our laws and codes. You can be sure that Lynne is diligently updating documents and facilitating their accessibility.
